Library service is not only the provision of books; it is the bringing of the right book to the right reader.

Various avenues open to discovery of community needs. There must be knowledge of the activities, interests, organizations, institution, and distinctive characteristics of the community life, to give understanding of channels through which mass demand for books may be stimulated or developed.
